Definition of scofflaw according to Wiki Answers: “Someone who scoffs at (mocks or ridicules) the law; in other words, someone who ignores or flagrantly defies the law. It’s usually used in reference to minor law-breaking such as traffic violations and not for serious crimes.”

I have a theory that scofflaws are made not born. According to my theory, one develops an attitude towards the law (and authority in general) over the course of their lives according to their experiences and therefore it is the responsibility of those in positions of authority over others to be shining examples of virtue especially pertaining to those areas in which said persons have authority over others.  If one cannot handle that one responsibility then they should choose out (or be booted out) and find something else to do. If they do not, they contribute to the development of more scofflaws which is not good for society in general.
